Immigration Control.

I agree that you should at your discretion introduce such measures as you deem necessary to control the entry of Chinese from Macao on the, understanding given in paragraph 2 of your telegram. It is however articularly important, in view of the present delicacy in our relations with the Portuguese over Macao, to avoid friction as a result of arbitrarily imposing such control, and every effort should be made to secure in advance the agreement and support of the Portuguese authorities for whatever measures are necessary. It might perhaps be possible to obviate the need for control in Hong Kong by persuading the Portuguese authorities in Macao to continue to refuse permission for large numbers of Chinese from Formosa to land in Macao en route to Hong Kong.

Please notify me immediately if it becomes necessary

to impose these restrictions.
